I think you slightly misread the article. His sadness was for those people who wanted to hear the cuckoos (for example, birdwatchers) but could not because they were in a hurry, or did not have the patience or the time to listen.

Sincere question: why do we assume people in the past were so filthy? I'm sure there are notable examples of unhygienic cities or buildings (I've read about a few) but in general one suspects there may be a tendency to exaggerate
