The article says they have a lot of reserved instances which at some point is not fully used. So if you have 50 cpu hours reserved capacity per hour and during parts of the day you're using only 10h, they can allocate the remaining 40h

There was an update in 2015 for defined term contracts. It requires the non competes clause to define duration, geographical scope and explanation why the interests of the employee require it. Not sure it was altogether thrown away.

Same thing, I had one VM restarted by them three times within a year. Recently they had downtime in Amsterdam for at least an hour. I like them, but if reliability is important they're not my first option.

S3 is based on regions. 200ms of latency is quite normal for S3, not designed with that in mind.
