As others have stated, I do not think that people understand what they sign in the TOS of these companies. In this case the data was actually collected and analyzed with consent (as stated in the article).

In their whitepaper [1] they mention storing cryptographic proofs on the Bitcoin blockchain (Section 3). However they do not seem to specify what proofs exactly. [1] https://agora.vote/Agora_Whitepaper_v0.1.pdf
