Its worth mentioning that both LEO & WISP are explicitly not include in net neutrality provisions. That being said any net neutrality provisions outside of CA is kind of up in the air right now so I don't know if that really matter

I'm not really sure where you're going with this. Mastodon is a federated system, so there is no _they_. You can choose not to federate with groups/nodes you don't want, but its basically invite your village type of mode
