I think you are right. Shenzhen is located in one of the wealthiest provinces in china, is less than an hour's train ride from Hong Kong, and is designated a special economic zone. That probably gives it several advantages over other Chines

No it doesn't, that's the point. The IRS publishes the top 1% and I believe the top 0.1%, but it does not cover the top 0.01% which you cited.
