100% There are implementations that have sane behavior for "UB" instead of making it an excuse to misbehave. The ISO standard is not the same as a language from a single vendor.

Each side has incredible freedom. There are downsides to them. Employees can take up a huge amount of resources and then leave before costs are recovered.

Yeah, undefined behavior just means not defined in the specification. I would argue that most languages only have one compiler so it doesn't matter what is in the specification.
