Agreed -- it seems ridiculous that there's no meaningful crackdown on antisocial behavior. If laws regarding public drug use, loitering, etc. were actually enforced in a meaningful way, I think we'd see some actual improvement.

I definitely recommend doing this! UX-wise, I do wish that Chrome surfaced the option a bit better. Seems that a "never ask me again" checkbox, or even a shortcut to the relevant settings page, would be a nice touch.

I dunno, my experience was that JQuery mobile was slow, bloated, and glitchy. Perhaps it was simply ahead of its time, and 2011-era browsers couldn't keep up with it, but either way I much prefer using its successors.
