I've used Mail.app for my Gmail since Tiger and even now on 10.9 it works just as well. It's unfortunate some people have problems, but even if it may seem so, they don't speak for all 10.9 users. Hope your problems gets fixe

Yup, and that's why I suggests you create a new fresh user and try it there. If the bug doesn't show there it's something in your personal settings somewhere, if not it's in the system settings.

This is a tad off-topic question, but what do you do if you use that wizard and then work on the app for a bit, and then realize you forgot to cross one of the options in the wizard? (I've not used VC++ since version 5 or 6)

I've not tried it. Best would be if you downloaded both trials of PyCharm and IntelliJ and tried it out yourself.
