It amazes me that legal costs aren't going to be definitely paid here. That alone makes this system almost impossible to appeal, pro-bono lawyers aren't likely to work on this issue after the first one or two high profile cases if

Many clients do the PKS search for you. Using the website is always going to be suboptimal, you have to copy keys around. Way better to let your client of choice do it.

I use rbenv because projects want different versions of ruby, and being able to switch without thinking is very helpful. It's not like I'm lacking up to date copies of Ruby on Arch either.

I love how unsettling this is. I'm unconvinced that it will work well, and doubly unconvinced that anyone will use it, but surely all the most exciting ideas are ones that scare us a little?

Emacs has a package manager, it works fine. I particularly like that I can script it to install my packages on first run.

I can't quite see the reason why you would lossily compress something when your machine's purpose is to duplicate things. Anyone got a reasonable reason for doing this?

The reason you're struggling is there has been no bill published yet. I'm fairly sure this is mostly political bluster, it'll be hard to know exactly what is required until they actually publish something real.
