This seems like a questionable idea at best, and I wonder how effective this will really be at keeping Russia offline. Unless the internet backbone within Russia is also disturbed, what's to stop another neighboring country like China

Almost. It may simplify verification, but only for people who present passport books; you don't legally get to choose which documents to accept for I-9[1]. US Passport cards are RFID-enabled, but not NFC-enabled, for example. [1] https

I never used a screen on my Pi, so I don't know of any specific models. An LCD display with an adjustable backlight could also work; when the power goes out, the UPS could tell the Pi to lower its backlight to save power.

This is cool, but does stock AndIodine not work out of the box with raw UDP mode where you live? The local xfinitywifi networks in my area work with raw UDP. That being said, I've been to some areas where the local xfinitywifi networks
