Yes, I agree with the outcome of the article. The sad thing is that anyone could ever imagine ticketing(monetary fines) as a good idea to control homelessness. That's kicking someone when they're already down. Very sad.

I use HTTP cloud functions (google/firebase version of aws lambda). Firebase database for long term persistence. Huginn for scheduling and event based triggers of those cloud functions.
