Easy, population control. Specifically with wolves and other hunting/pack animals, but really any imbalances can lead to major problems. Get enough of them and they'll consume the local wildlife and either starve or start looking

I never said they can break the law, however I don't believe they do. I totally agree you should appeal if you think they're wrong and maybe their systems for doing so suck. By all means call them on that, but I think everyone should be car
