   It only costs all of their money because they are less likely to have a steady income source (job). Not because the alcohol is expensive.

   From what i know that is correct, there definitely would have been more backlash if they changes the laws on theft along with this.

   its kind of bitter-sweet to say, but i would have to agree that congressmen are generally "uneducated".

   If Costco sells their products at other stores they are effectively shooting themselves in the foot: It is providing the lower price of their products to be accesed without paying for a membership; which is how Costco makes money.
