There has been proposals to have something similar to malpractice insurance, where cops that get sued a lot will have higher rates and will likely be kicked off the force, and good cops would bring the rates down.

I think an appropriate way to measure Moore's law is computational power per dollar. Whether that's mips or floating point math, there's some discussion there.

The problem with most of these is you have to bring the system down to do maintenance. You can do a scrub on zfs while it's up.
