Then why bother with immunotherapy at all if it's so expensive. After all it's been available for 130 years if google serves me right, and it still hasn't come down in price besides being not very effective.

Relatively hard to get right. You have to deploy a ship (maybe merchant ship) and a specialized crew to the actual location, undetected, at the right time. A lot can go wrong. I suppose Austria, Hungary, Romania, Czechia, et al do not have
