Presumably they do: a US patent only protects you if you are selling something in the US. Assuming that sale shows up somewhere as someone's profit, there would be an income tax from that.

Since anyone planning to use their car to get away from the police would disable this device/software, only honest folks would have it enabled. So the only sure way for law enforcement to use it would be to disable the cars of innocent
