In theory google can crawl SPAs, but in practice it doesn't work all that well. Server side rendering is one solution, a pre-rendering proxy is another.

I consider the goal of scoping styles is to not require overriding styles, in which case the order shouldn't matter... perhaps that's not practical in all cases but it's worked for me so far.

To be clear, I meant easy in terms of how little I have to do the get it working to my liking. Atom might be easier to customize in general, but it requires more effort overall.

One of my favorite things about VS Code is how usable it is with its default configuration, and how easy it is to customize to my liking. I found Atom and Sublime Text very frustrating in that regard.

The author is claiming that the order ends up NOT being the order they're defined, but without examples it's hard to tell if the problem is that or that the regular expressions being defined are not working as intended
