I believe the rationale is that you're observed as you approach a military base - if you get close and then suddenly turn around it looks suspicious; then they'll have to go track you down, etc

AFAIK, this data does not include livery (black) car trips. Based on personal experience, I think it's more likely that Uber trips have largely come at the expense of black car trips, which prior to the introduction of ridesharing comp
