Because it is better than the alternative. Pick two: (1) memorizable passwords (2) bruteforce-resistant passwords (3) account-unique passwords. The best tradeoff for me is (2)+(3) sacrificing (1), so I use a local password manage

You can, but it is not officially supported. I had to sideload the WhatsApp.apk on to my Nexus 7 Wi-Fi. Then you receive your activation code on your phone and tab it in on your tablet. It works perfectly well.
