  There are algorithms that make algorithms. (Even if we assume that the brain doesn't run on algorithms.) Genetic programming has made algorithms, for instance.

  What do you mean? Generate random strings and feed them though a compiler. You have can create algorithms. That's not a very good algorithm but it shows algorithms that create algorithms exist. Now most modern AI algorithms, such as neural net, don't create algorithms (at least not directly), yes. But that might be indication that AI has further to go.
