The fans have been clamoring for it for years, presumably someone in Valve wants to make it... but the company has been unable. I don't know if it's they've been unable to keep a project going strong before the team splintering, or there's several competing internal projects, or if there's one which is being unmanaged and so is growing unboundedly, or something else entirely. But something's going wrong there.
