      Hardly. The author of the article enumerated the benefits that could reasonably be expected to accrue to the public on the basis of empirical research. Most of the nay-saying comments in this thread are total BS.

  I don't think the vote happened yet. Your summary is technically correct. But you're implying that it's a petty insult, when he's tackling a real systematic problem in votes about public services. Just because the preaching gets annoying doesn't make him wrong.
