I think the problem is that it needs to be effortless to change. Either a complicated counterweight system so the desk can be raised or lowered smoothly with only a little effort, or electronically. Honestly, electronically is probably easier.

Not to mention electronic is probably cheaper than an equivalent mechanical solution with lots of hydraulics and moving parts.
