(Speculation, I haven't actually installed VS14 and side-by-side is not supported so I couldn't test this anyway.) It's probably gone but the toolset targeting is likely still around. So if you've VS2013 installed with the XP-compatible compiler and Windows SDK then you can just choose that toolset. Usual disclaimer applies: it's an old compiler, you won't get the new language features etc.
