Quite true but having interacted with a number of IT shops from startups to Fortune 100 / .gov scale it's quite disturbing to think about the percentage which could accurately be described as impediments and how few even realize this. I imagine this is similar to what it felt like to work at a US auto maker shortly before the Japanese manufacturers started rolling.
