  Strongly recommend the Guardian article as well as the links in there. Also, as a friend commented -- labelling this as "an act of terrorism" has another effect: making many insurance policies void. Were it a "mass murderer" (as I believe seem to more correct, based on what we know so far of what happened) -- most of those policies would still be valid.
