Most US regulatory agencies give businesses broad latitude to self-redact their trade secrets in public filings, because otherwise they would have to take time away from their regulatory mission to engage in a bunch of debates about what is or is not a trade secret. The versions would be unredacted in the private reports given to the NHTSA.
People who think the software version isn't a valid trade secret can still ask for public disclosure, and the Washington Post has done so (https://electrek.co/2025/06/05/tesla-admits-suffer-financial-harm-if-self-driving-crash-data-becomes-public/ https://electrek.co/2025/06/05/tesla-admits-suffer-financial...). If Tesla weren't allowed to self-redact, then the NHTSA wouldn't be able to see these reports at all until the courts settle this issue.
