  Technically not, because you're required to toss the ball with your free hand. However, exceptions are made, for example I once played against a one-handed player, he simply tossed it with his playing hand, it was fine. It's a bit hard to tell if the toss was high enough, it's supposed to be 15cm (about the height of the net), and this seems to be close to the limit.
