That means it isn't economical for rich people to hoard land, but it also means that it isn't economical for poor people to hoard land. The difference is that rich people can take that land and start doing something productive with it (build large-scale housing, a factory, farm it, etc.) Poor people can, at best, only afford to hoard it — which Georgism puts a stop to.
