Why? You could easily block their range and it'd be blocked no matter where they went IPv6 is already a nightmare for dealing with scammers and spammers. It's very often I get weirdly blocked because someone has abused my ISP's (AT&T) IPv6 block that I'm on and Wikipedia or whoever has blocked an entire /48 or something and it's virtually impossible to get a delegation outside of that range
