In wartime, drones shouldn't be a concern at all. They are a thing in Russo-Ukrainian war only because neither side has a viable air force. Theatre isolation facilitated by air superiority on either side makes a conflict like that much quicker and much less bloody. In peacetime, for low-level harassment/asymmetric threats, sure it's a thing and it needs to be countered.
