Google is the progenitor and linchpin of surveillance capitalism. Just because they don't have a web store where you can buy the privacy of its users with a shopping cart doesn't mean they don't profit from the obfuscatedly transparent traffic and activity of its users. They're not going to subvert their business by offering true privacy, and not going to risk drawing too much attention to their effective sale of privacy by offering fake preservation of it.
