I propose that you continue to apply the legal rules that forbid summary executions (which are part of the US Constitution, but are older than the US itself). Except that you should add an exception allowing the summary execution of anybody who calls for summary execution for anything else. Such people are obviously opposed to the goals of the government and legal system, dangerous to the rule of law, and unfit to exist in society.
