    Pre–TSA each airport authority was responsible for security. In theory there was a common standard, in practice it varied greatly airport by airport and contractor by contractor. Am pulling this completely out of foggy memory but one of the justifications for TSA was that potentially local airport authorities would be considered liable for acts of terrorism like 9/11.
