If you want to tilt against the public health establishment, there are ways to raise things. For example all the data to argue against water fluoridation (versus toothpaste fluoridation) is already there, but if you confront the establishment with that, they will identify you as an invader and deploy their immune system. Instead, make a more passive, less confrontational doc that can withstand scrutiny (IE, have links to well-established mainstream results, use reasoning and logic, etc) and let the establishment slowly come to terms with it.
