The only reason fraud is such a huge problem (and resolving it is such a 'benefit') is because credit cards are an obsolete, insecure model.

  Credit cards in the US, in particular. Almost everywhere else in the world, physical cards require a PIN, and online payments (above some amount/risk threshold, at least) require 3DS authentication. Both methods are pretty secure.
