Allowing hybrid ICEs is the most stupid, disastrous loophole that can be created. Vast majority of ICE cars sold today are so-called "hybrids", which in essence means they have no idle mode, starting the engine every time it starts moving and shuts it down when stopped - which means nothing but an oversized starter and battery (and more engine wear and more expensive maintenance). That's simply a gift to the ICE manufacturers and maintainers - let them sell more of more expensive and more maintenance-hungry ICE cars for essentially zero environmental effects (estimated fuel savings are under 5%)!
When saying "hybrid", people think of something like Toyota Prius. That could make some sense (increasingly less and less as EV batteries get cheaper), but thing is, vast majority of "hybrids" are not like that and provide absolutely zero EV traction.
