I have had this conversation several times after billing / accounting messups (not with Cloudflare, but in general). I suggest you just them very explicitly: Thankyou for crediting my account to correct the billing double charge. I require my account balance to be flattened down to 0 now, as I have no desire to hold a credit balance with your institution or pay in advance. I keep my money with in a regulated/FDIC insured/interest paying account. You can pay me by wire/check/etc.
