Bullshit. Improving transport only reduces birthrates. Because with better transport, even more people will flock in from the countryside where the birthrates are higher, to the suburbs of Seoul to commute to the city - just because they will be able to. A completely opposite result will be achieved: countryside will be even more depopulated and even more people will live in conditions precluding them from procreation.
Some measures that prevents people from moving in and forces them to live more sparsely could help, such as taxation of businesses based on population density of localities where their offices are. The denser the population, the higher are the taxes.
Of course, that will harm economic development, because centralisation improves collaboration, exchange of ideas, and overall efficiency, but economic development and birthrates are a tradeoff, nothing can be done about it, it's just how the world works.

- anovikov 3y agoThey just flocked in from countryside, depopulating it, that's how.
