I don't think "I'm just a language model, I can't help you with that" comes from Gemini. Google has a seperate censorship model that blocks you from receiving Gemini's response in certain situations. When Gemeni (Ultra) refuses to do something itself it is more verbose and specific as to why it won't do it, it my experience.
