You mean the zip feature built into Windows that will refuse to compress if there’s any file with non-Latin1 character in its name, and will garble Unicode filenames compressed on other platforms? No I’m not talking about Windows 2000, it’s the same in Windows 11. For ~half of the world’s population it’s literally useless.
