People from the US use it monolithically to praise or attack but also people from Europe do so, to not have to specifically defend anything and talk about ideals, or because they might not want to doxx themselves with too much details. If you're interested in politics you'll see that they are vastly different and people need to talk about the contextual events instead of some idealised version of "how things work on paper".
