Likely true. But there are plenty of large businesses that are effectively the same. Larger than a lot of government departments, holding a monopoly-like position in some good/service, can't be killed. These orgs are just as good as government at overpaying people. IMO the productivity loss is misidentified as a government issue, it's actually a large org issue.
