I now only use a smaller sites and you just mark these to be reopened. The issue is that all users are moderators and the newcomers are the ones not reading qu

I now only use a smaller sites and you just mark these to be reopened. The issue is that all users are moderators and the newcomers are the ones not reading questions etc. I would flag this sort of thing for a real moderator.
