Usually people mean by rewireing changes in nerve connectivity, things related to hepian learning or changes to the actual brain matter that could relate to connectivity. Some of those things you see when putting the brain into a slicer and build up a z stacked volume.
I have never heard short term memory related things mentioned in the same context.
Transition to more permanent forms of memory is most likely related to changes in connectivity, but I am not an expert on memory.
Few substances are so drastic, that a single dose causes visible changes on that level,
meaning changes you can see in brain matter.
Cocaine is one, at least for rats.
In humans crack allegedly is worse. I recommend reading "Freeway" Rick Ross retelling of what convinced him to get into the trade ( his test subject came back looking for more after a single dose …).
Maybe I should condense what I actually mean:
WITH CRACK IT’S NOT THE CAGE.
