Who wants to build a black market AI? Evidence points that this technology is going to become cheap, fast. There is an existential risk to the very notion of search as a business model, within the next ~5 years we are almost certain to have an app which is under 20 GB in size and has an effective index of the useful/knowledgable portion of the internet and is able to run on most laptops/phones. At best, regulating this will be like trying to regulate torrents in the 2000s, building a bespoke/crappy AI will be the new "learn HTML" for high school kids.
