You don't need charging stations, an e-bike battery will last you several days of heavy use without issue. I use mine on about 100km a week (commuting mostly) and charge it at home on the weekend. The "repair garages" are not an issue either, there are bike shops around. And insurance exists. The infrastructure that needs to be improved are the streets. Cycle lanes are needed, and secure attachments points for parking. That's it.
