Privately held information that is classified by the US government is more common than that.     The classified information "complex" is huge and includes all sorts of private actors. It's incidentally rife with abuse and corruption because the organizations' activities don't see the light of day often. The headline is ridiculous and seems violate hn's guidelines prohibiting editorializing titles.

  For the curious, it's classified because it lowers the bar for uranium enrichment to a point that almost anyone including bad actors can make enriched uranium for whatever purpose.
