It sounds like the FBI were giving advice to twitter to censor tweets from people who the FBI knew were US citizens. This looks like a very clear first amendment violation. If the FBI believed these tweets constituted violations of US election laws then they should have pursued the authors through the court system like they did with Douglass Mackey. It is quite possible Mackey's speech was constitutionally protected but because it goes through the court system he has a chance to challenge the law and the FBIs application of it. When the FBI asks twitter to censor people's speech secretly they are unaware that this happened and have no chance to challenge the FBI in court.

Unfortunately, Taibbi does not explain the content of the FBI report at all. Any analysis of FBI action here is just pure speculation without absent more details.
