Paying for GAS is paying for the computation .. which is a digital service .. which is https://developer.apple.com/app-store/review/guidelines/#business https://developer.apple.com/app-store/review/guidelines/#bus... what Coinbase agreed to share a portion of the money taken from customers with Apple when they published an app on the App Store.
In my view, Apple is providing customers another layer of trustworthiness, since a purchase of a digital good or service is intangible .. "did anything just happen?" .. the customer has recourse via Apple for an app that theoretically abuses that "seller of digital items" relationship.

As I understand gas fees, they're charged directly by the decentralized network, to itself (I do know they're not "GAS"). There's literally no entity who receives gas fees and can pay Apple a cut.
